Dartmouth Finance Committee Previews 29-Article FY27 Warrant, Begins Town Meeting Letter
DARTMOUTH — April 23, 2026 — Dartmouth Finance Committee previews a 29-article FY27 town meeting warrant and begins drafting its annual letter to members. Town Administrator Gary Florindo walked the committee through the preliminary warrant index at the April 23 meeting, noting dollar amounts are not yet final and the complete package will be ready for the April 30 meeting, ahead of the June 2 annual town meeting at Dartmouth High School. A special town meeting will run alongside the annual session to correct enterprise fund spending authorizations that were set too low despite sufficient revenues. The FY27 school budget was resolved at a 5 percent increase — 4.5 percent on the town side, with the remaining half-percent drawn from the Kindergarten Stabilization Fund — after the School Committee approved the compromise on a roughly 6-to-1 vote. Committee member Janine Ferreira-Furtado presented a draft town meeting letter organized around seven key initiatives including a budget transparency portal, a health insurance steering committee projected to save approximately $2 million initially, and improved legal counsel monitoring estimated to save $100,000 to $150,000. Members agreed the letter's conclusion should reprise the prior year's message: the town is managing its finances responsibly, but a structural deficit growing at more than 3.3 percent annually against a 2.5 percent levy cap is not sustainable.
