Dighton Stormwater Committee Faces Legal Challenge Over Developer Inspection Dispute

DIGHTON — May 20, 2026 — Dighton's Stormwater Committee clashed Wednesday with a developer who hired an attorney to contest required site inspections at a multi-building project on Elm Street. Chair Nancy Goula reported that MBL Land Development's owner, referred to as Mr. Eamon, refused to fund a Weston and Sampson inspection proposal of roughly $10,000, and that attorney Michael P. O'Shaughnessy submitted a letter dated May 19 arguing the inspections are unnecessary. "We've still got to inspect and we've still got to enforce the stormwater by-law," Goula said, adding she would notify the town administrator and Board of Selectmen. Separately, a $23,000-plus post-rain-event review proposal for the MACS solar farm — approved by the committee in December 2025 — remains on hold after MACS finally responded in March. The committee also reorganized, re-electing Goula as chair and Tom Ferry as clerk, and welcomed a new planning board representative. A September 1 deadline to spend or return APA grant funds tied to a stormwater bylaw revision added further urgency to the 2:08 p.m. adjournment.
