Mansfield Finance Committee Approves Parking Transfer, Flags $3.2 Million Pension Threat

MANSFIELD — July 9, 2026 — Mansfield Finance Committee flags potential $3.2 million pension contribution increase while approving a $5,000 parking transfer. The committee voted unanimously July 9 to move $5,000 from the parking reserve fund — carrying a $290,000 balance — to cover credit card processing fees and police detail costs in the parking enterprise, the only formal vote of the evening. Finance Director and Town Accountant Nick Carline, who assumed the combined role July 1 saving the town $94,000, reported fiscal year 2026 revenues came in at roughly $12.8 million against an $11.1 million budget, a $1.7 million surplus he cautioned is partly one-time. The more urgent discussion centered on the Bristol County Retirement System actuarial report, which showed the system's unfunded liability has grown from $63 million to $88 million since 2024, with a funded ratio stuck at 67 percent and one scenario projecting a $3.2 million single-year contribution increase — roughly 25 percent — arriving as early as fiscal year 2028. "There's nothing we can do to outrun the monster that is benefits," Carline told the committee. The town will seek a virtual meeting with Bristol County Retirement officials and must identify Mansfield's current elected representative on the county board.
