School Committee · Meeting of October 28, 2026

Norton School Committee backed new reduced-speed school zones on Route 123 and reviewed high school discipline data showing uneven patterns by student disability status. The committee voted unanimously to send MassDOT a letter of support for recommendations from traffic consultant StarPed, which calls for 200- to 500-foot school zones and new flashing lights near the high school, the Yelle school and the middle school. Separately, Dr. O'Neill, the district's disciplinary reviewer, told members that of 1,137 Norton High discipline referrals logged between February 2025 and May 2026, 49 percent involved students with IEPs, though those referrals were concentrated among a small group: 15 students accounted for 43 percent of roughly 1,200 referrals districtwide in the 2025-26 school year.

"My definition of defiance and Justine's and yours and right down the line could be absolutely different," one member said, pointing to inconsistent coding across classrooms. State disproportionality reviews have not flagged Norton's special education discipline rates as significant, with the most recent ratio at 0.56 against a 1.0 threshold of concern.
