Dighton Stormwater Committee Awaits MACS Solar Farm Engineering Decision

Dighton's Stormwater Committee pressed for action on an unresolved MACS Solar Farm stormwater dispute as a downhill abutter raised safety concerns at the January 21 meeting. Committee Chair Nancy Goulart confirmed that a Weston and Sampson proposal for additional site visits and hydrologic analysis — triggered by a November 2025 report identifying discrepancies between the solar farm's as-built basins and approved design plans — has been submitted to Planning Board Administrator Carrie, who has unilateral authority to approve it; MACS would pay the cost. Abutter Christofoli, who said groundwater seepage has rendered part of his basement unusable, asked whether he faces imminent flood risk and challenged the committee on the absence of site inspections following the departure of former stormwater agent Todd Pilling, a licensed professional engineer.

"That's not our call. We need the information," Goulart said of the disputed engineering costs. The committee also set a $15,000 placeholder in the preliminary fiscal year 2027 budget for spring stormwater testing, part of a Weston and Sampson five-year obligation list the committee says totals well over $100,000.
