Dighton Stormwater Committee Warns Solar Farm, Developer on Unpaid Engineering Proposals

DIGHTON — April 15, 2026 — Dighton Stormwater Committee warns two property owners over unpaid engineering review proposals. At the April 15 meeting, the committee pressed the owner of a Dighton development site, identified as the Eman property, and the operator of the MACS Araujo Solar Farm to fund outstanding Weston & Sampson proposals totaling roughly $33,000 — $10,360 and $23,000-plus respectively. Neither property owner sent a representative to the meeting. The committee chair, identified only as Nancy, objected publicly to Town Administrator Ralph Attaco's intervention on behalf of the Eman owner, reading aloud from his April 4 email and stating flatly, "I don't do backdoor deals — this discussion belongs before this committee." On the solar farm, the chair said an emailed assertion from a contact named Glenn Golden that basin concerns had been resolved was insufficient, as prior Weston & Sampson findings flagged potential overtopping of stormwater basins and questioned hydraulic capacity calculations. Both matters will return to the committee's May 20 agenda, with enforcement action possible if the solar farm continues to be unresponsive.
