Finance Committee · Meeting of October 27, 2026

NORTH ATTLEBOROUGH — The North Attleborough Finance Committee held a no-vote educational session, working through a statewide finance handbook ahead of the next budget cycle. With less than a quorum present, members reviewed chapters on the committee's role, town meeting procedures, revenue sources and state aid, and personnel costs, which the handbook says can consume 75 to 80 percent of a municipal budget. Members said they want earlier access to a five-year capital plan, budget guidelines and a budget calendar than they received last year, when department liaison work did not begin until February.

One member flagged unbudgeted fuel and heating cost increases as a question for departments after the first quarter. "The fewer comments they have, that means we've done a better job explaining things," one member said of public scrutiny at town meeting. The committee voted unanimously only to adjourn at 7:29 p.m.
