Mansfield Finance Committee approves $247,600 reserve transfer to close snow and ice deficit

MANSFIELD — June 18, 2026 — Mansfield Finance Committee retires a nearly $700,000 snow and ice deficit and hears a wide-ranging fiscal year 2027 update. The committee unanimously approved a $247,600 transfer from the general fund reserve — fully depleting that account — as the final major piece of a three-part solution that also included $349,000 appropriated at town meeting and two $50,700 interdepartmental transfers drawn from health insurance surpluses. Town Manager Mallory Aronstein told the committee the town is finishing fiscal year 2026 ahead of plan on revenues and expenses, but cautioned that roughly $400,000 of the outperformance is one-time permit revenue from water infrastructure projects. Aronstein confirmed two layoffs effective June 30 and a Select Board-approved overhaul of local inspector pay, replacing a 65-percent-of-fee structure with flat per-inspection rates of $50 for new hires and $60 for existing inspectors. On the Bristol County Retirement System, finance staff reported the fund moved only from 66 percent to 66.7 percent funded in two years, with a mandatory assessment increase of at least 6.14 percent coming regardless of which extension option the retirement board chooses at its next meeting — a significant burden for Mansfield, which carries 12 to 13 percent of the system's total annual assessment.
