Dighton Boards Review Dual FY27 Budget Built Around Debt Exclusion Outcome

Select Board · Meeting of March 3, 2026

Dighton's Select Board and Finance Committee reviewed a two-scenario FY27 budget at their first joint session of the season, with outcomes hinging entirely on whether a debt exclusion passes at town vote. Town Administrator Ralph presented a framework showing approximately $950,000 in free cash earmarked entirely for one-time expenses, including $200,000 toward a $400,000 projected snow and ice deficit, with a $750,000 return of excess Dighton-Rehoboth funds applied to offset next year's regional school assessment. Without the debt exclusion, the general government budget runs 1 percent below FY26 and triggers a workforce reduction plan; with it, the budget rises just 2 percent and preserves staffing.

Bristol Agricultural School Business Manager Sam Stone projected Dighton's FY27 obligation to the school at approximately $349,000, down roughly $14,000 due to a two-student enrollment drop. Fire Chief warned that the department's apparatus repair line remains roughly $10,000 below what it needs even under the debt exclusion scenario, and disclosed a 2019 command vehicle was totaled in a windstorm with a $21,000 insurance payout against a $100,000 replacement cost. Treasurer-Collector Paul reported 120 delinquent properties facing new state-mandated physical posting requirements and a group health insurance renewal buy-down from 9.7 percent to 7.5 percent, with the town's projected share of health costs at approximately $1.4 million to $1.5 million.
