Dighton Stormwater Committee votes unanimously twice, clearing a mill drainage tie-in and blocking a federal plan waiver. The panel approved a tentative connection to the town's existing stormwater system for 620 Spring Street LLC, which is redeveloping the former Mount Hope Finishing mill under new owner Wilton Ribeiro, pending Planning Board review on August 19 and Conservation Commission sign-off; the project calls for two new catch basins with oil-separating hoods draining to an existing town manhole connected to the Three Mile River. In a separate action, the committee denied builder Frank Luongo's request to waive the federal Stormwater Pollution Prevention Plan requirement for a three-lot Gorton Street residential project where land clearing had proceeded without the required permits, directing Luongo to contact the EPA regarding a Notice of Intent application.

"This would all fall on the town of Dighton, not on the person who owns the project," said Chair Nancy Gulak. The meeting also featured a pointed exchange over a disputed Planning Board proposal to dissolve the committee, with Planning Board member Leonard Howe stating that the document was written by the board chairman acting alone and "was not from the Planning Board."
