Norton Finance Committee closes warrant hearing with zero public comment. The committee opened and closed the required fall Special Town Meeting hearing in under a minute after no residents called in, then previewed warrant items including two fire trucks, a police fingerprint machine and a new Board of Health bylaw regulating RVs used as long-term housing. Staff said four of eight town labor contracts, including the patrolmen's, are ready for the warrant, while the fire department's and department heads' agreements remain unsettled.
Member Zach challenged the legal basis for a proposed "developmental impact analysis" bylaw that would tie development approvals to school and utility costs, asking, "How is any of that legal?" Human Resources Generalist Jen Soroka told the committee the town has already spent $33,700 against a $21,500 budget for employee health insurance opt-out payments, a cost expected to be offset by roughly $150,000 in Blue Cross premium savings.
