Commissioner Jessica Tenzar raised contamination concerns after the applicant declined to release a completed Phase 2 environmental assessment, calling it proprietary; the commission negotiated new special conditions requiring dewatering effluent be held in a frac tank and tested before discharge, a licensed site professional present during excavation, and lab results provided to the commission.
