Dartmouth Board of Health Nominates New Animal Health Inspector in Unanimous Vote

Dartmouth Board of Health unanimously nominates Devin Cloutier as the town's new Animal Health Inspector. The two-member quorum — Chair Emily Michelle Olmsted and member James Griffith — voted 2-0 at the February 18 Zoom meeting on the nomination, which under Massachusetts law must be forwarded to the state Department of Agricultural Resources for final appointment. Board of Health Director Christopher Michaud explained that the role, which carries responsibility for annual livestock inventories and rabies-control quarantines, had been performed by long-time Animal Control Officer Sandra Goslin until her retirement in July 2025.

Cloutier, a certified Animal Control Officer with prior Animal Health Inspector experience in other South Coast communities, is expected to start in early March following appointment by Town Administrator Cody Haddad.
