Mansfield Select Board Sets Five FY27 Goals, Eyes TOD Parking Alternatives
MANSFIELD -- July 8, 2026, Mansfield Select Board sets five draft goals for FY27, flags $32 million parking garage as TOD obstacle. At a July 8 workshop, the board coalesced around five priority areas, economic development, municipal needs and long-range planning, GATRA transit expansion, housing opportunities outside the downtown, and traffic calming policy, for formal adoption at its August meeting. Director of Planning and Development Sarah Raposa and town planner Josh told the board that the proposed TOD parkway near the commuter rail station has been assigned an official state TIP project number and carries a $25 million cost estimate, up from an original concept of roughly $8 million, with the state and federal government funding construction. A Walker subconsultants study pegged a 500-space parking garage, required to replace MBTA commuter spots displaced by the development, at $32.2 million, a figure board members called a likely non-starter given that debt service could approach $2 million annually while projected new tax revenue sits at roughly $2 million per year. The board directed staff to explore land purchase near the Winthrop Street lot and a two-story open-deck structure as lower-cost alternatives, and to prepare an updated fiscal impact analysis before the developers, who remain engaged, are formally introduced to new Town Administrator Mallory.
