Board of Health Approves New Mall Tattoo Studio, Plans July Food Truck Festival

NORTH ATTLEBOROUGH — June 9, 2026 — North Attleborough Board of Health unanimously approves new tattoo studio and lays groundwork for July food truck festival. The board voted 3-0 at its June 9 meeting to grant both a body art establishment permit and a practitioner's license to Melissa Butler, owner of Porcelain Modified, to open at 999 South Washington Street — the former Sweet and Sour location in the North Attleborough Mall — with both permits valid through April 30, 2027. Director AnneMarie Fleming noted the application process revealed vague guidance on what constitutes acceptable proof of experience, an issue the department plans to address before the next body art applicant. Fleming also briefed the board on a 250th anniversary food truck festival set for July 11 at the Town Hall parking lot, targeting 10 to 19 trucks and featuring the jazz band the Dixie Diehards; the board confirmed food truck vendors need not appear before the board and that permitting will be handled administratively. The board also approved $77,479.52 in expenditures, of which $51,013.35 went to Northern Bristol County Public Health Alliance invoices and $26,219.76 was opioid grant funding.
