Dartmouth Planning Board gets sewer warning and mobilizes against November zoning ballot question. The board heard from Department of Public Works Director Tim Barber that combined flows from more than 55 proposed developments — including three Chapter 40B projects — will push the town's 4.2-million-gallon-per-day wastewater plant above the 80 percent threshold at which the state DEP can impose a connection moratorium. Barber said a pump station upgrade bid came in at $3.4 million against a $2.1 million estimate, forcing the town to split the project and pursue a second MassWorks grant, and that incoming DEP biosolids regulations will flip a revenue stream into an expense of roughly $100,000 per month beginning in October.

The board also debated Ballot Question 7, a November citizen initiative backed by more than $4 million in campaign funds that would allow subdivision of any sewer- and water-served parcel to 5,000 square feet by right; members called the measure "a nightmare" for towns like Dartmouth and agreed to pursue outreach through DCTV, the Board of Selectmen, and SRPEDD. A site plan application for a 56-unit apartment building at 810 State Road was continued to August 10, pending resolution of drainage comments received the morning of the meeting.
