Norton conservation panel votes to flag water bodies conflict to Select Board

Norton Conservation Commission asks Select Board to weigh in on a pond-management conflict of interest. Conservation Agent John Thomas told the commission a proposed shift making his department the "applicant" for projects on Chartley Pond, Norton Reservoir and Winnecunnet Pond would bar him from doing his usual regulatory work, saying "you don't get my help on anything," and could force the town to fund a new outside peer-reviewer account. Commissioner Julian called the setup "a definite conflict of the applicant also being the judge of the project." The commission voted unanimously to seek a spot on the Select Board's agenda rather than route the question through the town manager.

Separately, members voted 5-0 to pursue a FEMA dam-safety grant for Chartley Pond Dam, on top of an existing $250,000 grant, accepted a four-year-in-the-making conservation restriction for 162 West Main Street on a 4-0-1 vote, and ordered a stormwater peer review for a South Washington Street gravel yard after engineer Chris Braderelli acknowledged dropping retaining walls there was "primarily if not entirely a financial decision."
