Commission Continues Hearing on Plain Street Plant

North Attleborough Conservation Commission continues NESSFAB stormwater hearing after Bungay Lake residents raise alarm. More than ten neighbors, including Bungay Lake Associates secretary Jonathan Birdo, told the board Tuesday that the association has spent over $100,000 over the past decade protecting the lake and pressed the commission to weigh the site's proximity to eagles, osprey and other wildlife. Applicant representative Zachary Kelling of Level Design Group said the proposed 20,000-square-foot metal fabrication plant would "recharge 100 percent of the stormwater at the property," with 14.2 percent impervious coverage against a 15 percent aquifer-district cap.
Chair Kimberly Ciaramicoli acknowledged the town has no local wetlands bylaw, saying, "We are one of the only towns in eastern Massachusetts that does not have a local bylaw," and the board voted unanimously to continue the hearing to October 6. The board also continued a request tied to a blocked stormwater drain flooding the 99 Restaurant's driveway, and swore in new member Stephen Kiely.
