Select Board Approves Bonds, Rescinds Land Sale

Mansfield Select Board approves $16.8 million bond sale, then rescinds a land deal over a hidden easement. The board unanimously approved selling bonds to Robert W. Baird and Company for $17,327,002.98 to fund six capital projects, including the Qualters Middle School boiler and two town wells, after receiving just two bids at a 4.33 percent true interest cost — "a little bit disappointing," presenter John Ellard said.

Separately, the board rescinded its August 12 award of Rolling Green Lot 2 to Steve Hansen of Hansen Associates for $360,000 after staff found an unrecorded drainage easement on the parcel, and discussed hiring a realtor or MLS listing to widen bidder pools before rebidding. Members also adopted a 60/40 health insurance split for non-union new hires, ratified a three-year AFSCME contract for DPW workers, approved a town hall mural to be painted by DPW Director Josh Ranke, and appointed Sandra LaRosee to the Insurance Advisory Committee. DPW Director Josh Ranke also detailed a recycling truck fire in August, caused by discarded motor oil, that cost the town roughly $6,700 to clean up.
